I was a bit surprised how close this cormorant let me get to it on the Santa Barbara Harbor breakwater. According to the sign below they normally "need safe, quite places to rest away from people". It then adds that "It can be difficult or impossible for them to fly until their wings dry." But this guy wasn't drying his wings, so who knows?
