Directly across the PCH from County Line Beach is the Neptune's Net restaurant. Interestingly they have a Malibu address, even though they are some ten miles west of L.A. county and about twice that to the Malibu city limits. No doubt in the fuzzy geography of their clientele the restaurant is in Malibu, where on hard, legally binding government maps and surveys they are in Ventura county. So the taxes and permits probably belong to Ventura county, whereas the marketing and mailing address belong to Malibu.
Well, I can kind of see the logic.
